Crafting government policy require adherence to exacting requirements for format, content, and process (over eighty steps). It is a collaborative, time-consuming process that requires at least one subject matter expert (SME).
The following are policies written for the Defense Health Agency (DHA) between 2020 and 2026 for which I was a primary author, working with one more more SMEs.
DHA publication types include standard and interim procedure memoranda (DHA-IPMs), administrative instructions (DHA-AIs), and procedural instructions (DHA-PIs).

I have authored and generated online help (OLH) systems for a variety of software products. Even two decades later, OLH is similar to cell phone chargers in that there is still no single standard. Some of the largest companies in the world have produced home-grown customized OLH systems, where others default to packaged versions using products such as Quadralay WebWorks or Adobe RoboHelp. Some generate Microsoft Compiled HTML (CHM) files to make a standalone Visual Basic-style interface. Still other companies use Zendesk, SalesForce.com, or Jira to handle OLH. Many code-heavy software suites may use "self-documenting" systems such as JavaDocs. In my career, I have used all of these options to create and update OLH.
